The BID

The BID

Uptown Business Improvement District. A supportive business environment is essential to maintain and grow the economic base of the region, to provide employment opportunities and ensure a resilient economy.

Business Improvement District (BID) programmes are recognised internationally as a key component of a productive and high-value economy.

Uptown is the latest of 46 Business Improvement District programmes which operate across the Auckland region representing over 25,000 businesses.

Under the BID scheme, businesses vote collectively to invest in improvements to enhance their local business environment. The council then collects a targeted rate from the businesses and works with them to implement improvements, thereby supporting the economic growth of town centres and business precincts across Auckland.

The BID programmes build on the distinctive character of Auckland's commercial centres and business districts – as well as the energy and skills of the people who have businesses there, but do not replicate services already provided by council; rather they channel the capabilities and knowledge of the private sector to improve outcomes and achieve common goals.

BID initiatives support local employment and business development. Examples of projects include local promotion and marketing, events, business networking, advocacy, training, capability building, websites, safety and security, cleanliness, signage and local amenity improvements.

A BID programme is a partnership between local government, the business community and other stakeholders and is designed to address the needs of business communities. The formation of a BID is premised upon the understanding that place-based problems and issues demand place-based responses.

The basic objectives of the programme include:

  • business creation and development
  • increased employment and local business investment
  • an enhanced physical environment
  • identification and promotion of the profile of a commercial and industrial district or business centre.

Activities that a BID may cover include:

  • Cleanliness
  • Safety and security
  • Marketing and promotion
  • Collective purchasing agreements
  • Events
  • Service provision
  • Local improvement projects
  • Advocacy to local and central government agencies
  • Business development, mentoring, networking and training
  • Communications and PR
  • Sustainability and resilience planning
